I think you mean the "Nicktoons Summer Beach Party" or whatever it was called. It was on in the summer of...maybe 2002 I think. I specifically remember one bumper where Plankton from SpongeBob fell in love with Helga from Hey Arnold.
Or if you were thinking of Cartoon Netowrk, it would be the Cartoon Cartoon Top 5, where they'd show their "top 5" of the old Cartoon Network shows.
